Warrington Council has approved plans for the £52m Bridge Street Quarter development, including a new market and 400 jobs.
Warrington's historic market will be demolished and replaced by a contemporary market, a key feature of an 8.4 acre shopping, restaurant and leisure site.
A multiplex cinema and a civic centre and a new public square are also part of the scheme, which extends from Bridge Street and across the Time Square development.
The authority said work on the scheme by developers Muse Developments is set to start early next year. The market hall is due to be completed by 2018 and the rest of the scheme to be completed by 2019.
